Think the skills are correct, if not, lower PI.
Go dex. Min is 120 ( thats the lowest dex build i have seen so far). Then rest is str. If you want to add con for 175con armor, well its better than an elite and cheaper +++
During weapon strike:
Sword = Slow
Con = Stun
You choose which type of weapon suits you best
well i used this build in RYLU and with this build i beat the melee classes 1v1 and did better vs mages then any other build ive tried

None of the skills you wrote require 168con, might aswell lower it to 165 and up some more dex.

Best STR build by far. Having 215str and you'll see how much pain fatal really is.
my fren templar Chairman have 190 dex. he say dex for templar is more good than str and con. use con 168 weapon. 188 con weapon fatal is low than 168 con. u can try it urself..

First one, no doubt. but i get the feel you left out some skill in the second one, wep mastery for example..?
ok right now i have 4.6ws 4.6fatal 4.6sword master 4.0pi. should i change from 4.6 fatal to 4.0 -> 4.6pi?
